A planning application to build 23 homes in Camborne will return for a decision by councillors despite them asking for it to be withdrawn.

The proposals to build the homes on land off Tregenna Field went before Cornwall Council’s west sub-area planning committee last month.

At that meeting councillors deferred a decision and requested that the applicant, Mr J Mitchell, should withdraw the application.

They made this request after a reserved matters application – for details to be agreed after outline permission is given – for the neighbouring site was refused planning permission by the council.

That application concerned the development of 94 homes which already has outline planning permission.

The committee refused the application which had set out the number of affordable homes, the design and infrastructure for the development.

After councillors refused the reserved matters application local residents in the public gallery applauded.

And the committee then deferred the application for 23 homes on the adjacent site saying that there would be no access available if the 94-home development no longer went ahead.

The 23 homes plan will come back to the committee when it meets on Monday and planning officers have recommended that it should be approved.

Officers highlight that even though the committee refused the reserved matters application there was still outline planning permission in place for the larger development and so access could be provided for the other development.

The report to the planning committee states: “The only concern of the committee was the provision of a satisfactory access. Planning permission exists to develop the adjacent site which would provide the access to this site. It is within the control of the applicant to deliver the adjacent development and so provide an acceptable access. The applicant considers this sufficient to allow permission to be granted. However, they would accept a condition preventing development of this site until all the reserved matters are approved in the first phase. This is considered an appropriate mechanism to address the concerns of the committee.”

The 23-home development would include six affordable homes – 26 per cent of the total.

Local Cornwall councillor John Herd asked for the application to go to the committee due to public concerns about the layout, design, drainage and access for the development.

Cornwall Council’s west sub-area planning committee will meet on Monday (January 13) to consider the application.
