The owners of Beerwolf Books have applied for permission to build a raised decking area on the side of the pub.
They already have listed building consent for the planned decking, and have now applied for separate planning permission for the work.
Falmouth Town Council recommended the plans for refusal, as it did for the listed building consent application, citing unneighbourly noise levels.
Councillor Steve Eva said: "I think this is just the same application in disguise. It still has the same problems.
"We seem to be quite resolute about this in different places so I can't see how we would support this."
