TOWN councillors have agreed to set aside some cash from a £244k fund towards regeneration works at Bridgwater’s West Quay.

The West Quay wall crumbled into the River Parrett during heavy rain in November 2011 and has since been repaired, with more work underway to improve the area.

At a meeting of Bridgwater Town Council’s finance committee this week, members said £40k had been set aside for the West Quay project from the £244k Civic Enhancement Fund (CEF), made up from town council reserves and held in a bond with Nat West.

Town Clerk Alan Hurford told the Mercury: “The fund was built over several years by the town council through the precept - aimed principally towards capital schemes - but has not to date been called upon.

“It is administered by the town council and decisions to utilize the resource would be made by members.

“There was about £250k in the fund, which the town council has accumulated over the ten years, but this is getting eroded; in February it was £244k. We have to spend it wisely.”

So far only £14k has been needed from the £40k cash pot to support refurbishment for West Quay.

Councillors Mick Lerry and Gill Slocombe called for some money from the CEF to be set aside for transformational projects to improve Bridgwater.

Cllr Lerry said: “We don't know what the government will do with town council budgets in the future and I feel we should think ahead.”

Cllr Slocombe added: “It is a good idea to have about £50k set aside from the CEF as match funding towards enhancement projects.”

But committee chairman Cllr John Turner said: “We can't consider budgets for years to come because we don't know the result of the upcoming election yet.

“There are other funds in place for civic enhancement. There's enough to fulfil anything that comes up.”

At last, the Ring Fenced Money that was Collected from every Band of Property in Bridgwater ten Years ago is to Finally unlocked and actually Used for What Specific Future Projects it was ' Special Precept' for. The Clerk States that there was £250.000 in the Fund, that had not previously been Called upon, so Where then in the £6000.00, GONE ??? To reduce it to the Stated now Balance of £244.000.

£40.000 has been earmarked for West Quay ???? £ with £14k from that already spent !!!! So that's obviously the Gate, not forgetting the Post, and no
Way to Close it, to restrict Traffic During the restricted Time Regs. Bollards I would call it, Sub- Terrain bus Style rising and Falling bollards would have been Cheaper to install and more Effective, but never mind Waste our money Brian, Oops Cllr Smedley.........?
So, call me Cllr. Brian Smedley was incorrect, when he recently referred to this Fund as the labour Groups town Council rainy day fund ???!?.
I knew he was incorrect, as I was among the First Elected Members of the newly Formed Then BT Council, then I specifically asked @ the Council Meeting, as to what this Money was For, ????? The answer from the Finance
Chairman, whatever we The labour Group Want it to Spent on.!!!!!. With an expletive thrown in, obviously touched a raw nerve.There then.!!
Funny, that it's taken over Ten years to Allocate this Bridgwater Residents Civic Enhancement Fund, and we the , contributors have no say, input as to where OUR MONEY is to be Spent !!!!!'m Very Un PC...Surely, we the Residents should be Consulted, ????
The statement from the town Councils Clerk, states that there has not been any Call on this NAT WEST Fund, over the years? Funny that, I have asked on numerous occasions! as to why Some of the Pot/Enhancement money! had not been used for the newly Acquired to the BTC, some 3-5 years ago now. The newly Refurbished Town Hall Island Site, which the SDC gave to the TC, for A £I.00.
After spending over £1 Million to bring it up to Watertight, and Externally Presentable Condition. To secure the BTC it's Home in the Mayors parlour and charter hall etc.
So having asked many times, as to why the internal Theatre, Backstage, Main Charter Hall was not being refurbished, for the Residents benefit?!?
Not spent, in the Mayors Parlour, and on Drinks after Council Meeting as has gone on for Ten + years! I know of no other Local, Town, District that abuses tax payers Monies Collected on the precepts, each Year in this way.
But, they can do what they want apparently, they have the majority! Votes, you the Residents, do not seem to bother! but I do !'. And I wanted to enlighten you as to what is Occurring on the BTC. Or not..........
One more thing, whilst I have your Attention, It would be churlish of me to think that the release of this money for West Quay, undisclosed Work enhancement, improvement, is requested by Cllr Smedley, he has already wasted £10-15 Thousand, on the Road Clousure of West Quay, a new West gate that Costs ????? Unknown yet???? and a cycle route down the afore said West Quay that is on the Wrong side of the New Pedestrian Zone, as when the cyclist use West Quay they will be in Conflict with Pedestrians, Pub Users and those Diners who are going to eat Al Fresco, with the cloying Rays and the Gulls Swooping And the other thing they Do, rhymes with Coo ??, the Gate, cannot be Closed, as there are issues as to the Key holders, who will open and close it daily, how the Emergency Services will access the West Quay Properties in an Emergency!!!!???????
?? It's what is commonly , locally known as an Ill thought out Balls - Up.
I wonder what the balance of the £26.000 balance of thIs Money is going to provide, to improve the Civic Enhancement, of West Quay ???? Can you guess, answers on a postcard to the BTC. Town Hall. high St. Bridgwater .

Still, now with the proposed, release for potential, Development of Land along the A38 Bristol Rd, a little Bird, no Brian, not an old Wise Blue Owl,
But Memory, of my time on this Council, A possible £1 Million or more soon to come into the Town Council Coffers, I wonder, how long that will sit in the Nat West, earning NO INTEREST SEEMINGLY, that the 10 yrs of £250k, didn't earn! Talking of ERNIE, £30k for each Councillor investing into premium Bonds, secure investments! monthly bond Wins, PROFIT on Savings.
Possibility of a Super Prize Win............. For the Taxpayer, to fund further Schemes !!!!!
